Tosei Elementary School was located in what is now Taito-ku in downtown Tokyo. Many of the children came from low-income families, and the facilities were spartan. To ensure the children received equal opportunities, Makiguchi made a bulk purchase of stationery supplies, distributing these to the children below market price.
